Of all the great players in the modern era, if one has to single out an individual whose career is the best example of the clich?d term used in football -?falling-from-grace?- it has to be of the great Brazilian Kaka?s.

Back in 2009, Kaka was one of the hottest properties of Europe, when Real Madrid president Florentino P?rez signed him for a reported fee of ?56 million on a six-year-contract.

However, with just 29 goals in his four seasons at the Madrid club, Kaka has failed to replicate his glorious form, that made him a world beater at AC Milan. It seems like his future is all but over at the Santiago Bernabeu after failing to make any significant impression last season, and further the Los Blancos buying Isco in the summer ? a prodigiously gifted midfielder, who plays in the similar position of Kaka.

However, the man who bought him at the first place at Madrid feels Kaka has still lot to offer, as he describes the 31-year-old as ?phenomenal?.

Perez highlights the difficult circumstances Kaka has gone through but has kept high-hopes that the Brazilian will regain his midas-touch under his former mentor, Carlo Ancelotti.

?Kaka is a phenomenon, but he got injured in the last World Cup and had to have an operation on his knee,? he saidn an interview with Columbian website Gol Caracol as quoted in AS.?

?Then [Mesut] Ozil arrived and took his place in the team from him, but he is still one of the greats of the game. He is the second most followed footballer on Twitter, after Cristiano Ronaldo.

?He is charming and excites the fans. I?m optimistic that, under Ancelotti, who knows him very well, he can be the same magical Kaka again that we signed.?

It is really frustrating to see a world-class player like Kaka struggling to regain his lost form. At times, he has shown flashes of brilliance, most notably in 2011-12, where he scored eight goals and bagged 14 assists, but over-all poetic touches eluded him for major part of his Madrid career.

Madrid have an avalanche of players in the attacking midfield role which could force Kaka to drop further down the pecking orders. Perez is optimistic about a rejuvenation of the former Ballon d?Or and FIFA World Player of the Year award; but, the doubt still lingers ? will Kaka ever get back to his old best?

Movie review: Monsters University

Perennial hit-makers Pixar (Up; Toy Story) revisit one of their most beloved films with this prequel to the 2001 hit Monsters, Inc.

Placing ever-so-slightly more emphasis on Mike Wazowski, the green ball with one eye voiced by Billy Crystal, this film charts his burning ambition to become a professional "scarer" by attending the titular tertiary institution. There, his fate gets mixed up with the big blue Sully (John Goodman), a gifted scarer who doesn't like Mike at all. When the pair's rivalry threatens to get both expelled, you can be sure lessons in teamwork will result.

The Pixar formula, involving well-defined characters, a clear plot directive and a lot of colour, remains successful, if a little stale. There's nothing particularly wrong with Monsters University but there are no real surprises.

Still, Pixar's light touch makes for a breezy watch, and the villain (a dean voiced by Helen Mirren) is impressively intimidating. Anyone holding out for a dazzling action finale along the lines of the first film's will be disappointed, but the youthful target market shouldn't have too many complaints

Health insurance open enrollment for low-income Utahns begins ...

A Utah Department of Health program that provides insurance for some low-income Utahns is set to open to new enrollees beginning Monday.

The Primary Care Network (PCN) provides coverage for uninsured adults ages 19 to 64 with or without children who lack access to Medicaid, Medicare or veteran-related health care. To qualify for the program, enrollees must be U.S. citizens and meet specific income requirements.

A single person, for example, can earn no more than 150 percent of the poverty level, or $17,235. A family of four could earn no more than $35,325 annually.

PCN coverage provides limited preventative coverage, including doctor visits, prescriptions, dental care, vision care, immunizations and other services.

Enrollment in the program costs $50 annually, according to the health department. Applications for the program are available through the department?s web site, www.health.utah.pcn.

The enrollment period for individuals is open from April 22 to May 6. For families, the enrollment period runs through May 17.

Peter Goldberg, One of Two Claiming to be Alaska GOP Chair, Speaks

ANCHORAGE - Peter Goldberg, the fourth chairman of the Republican Party of Alaska in 2013, is a retired military officer living in Eagle River. Goldberg was a minor player in Republican politics until this year. Now he is at the center of a dispute about whether party rules have been followed and whether he is legitimately the chairman. He gave his first on-camera interview Wednesday to CBS 11 News.

Bear baiting may put hunting dogs at risk from wolves

Apr. 17, 2013 ? Bear hunters will tell you that a good way to attract a bear is to put out bait. And in 10 states, including Michigan and Wisconsin, that's perfectly legal. Hunting dogs are another useful technique in the bear-hunter's toolkit, and 17 states say that's just fine.

But who else likes bear bait? Gray wolves, that's who. And wolves that are feeling territorial about a bear bait stash can -- and sometimes do -- kill hunting dogs released at the bait site.

Like most interactions between wildlife and human beings, wolf attacks on hunting dogs illustrate a tangled trade-off: attracting bears for the hunters, attracting danger for their dogs.

Seeking possible ways to reduce potentially lethal encounters between wolves and bear hunting dogs, researchers at Michigan Technological University and the Michigan Department of Natural Resources compared bear hunting practices and regulations in Michigan and Wisconsin.

Joseph K. Bump, a Michigan Tech wildlife ecologist; Dean Beyer Jr. and Brian J. Roell from the Michigan DNR, and students Chelsea Murawski and Linda Kartano report their findings in the April 17, 2013 issue of the Public Library of Science (PLOS) journal PLOS ONE.

The researchers analyzed and compared a variety of factors in Michigan and Wisconsin, from regulations on bear baiting and compensation for hunting dog attacks to statistics such as the ratio of hunters to wolves and percentage of hunters using dogs to hunt bear.

They found that the neighboring states, with similar wolf and bear populations and similar numbers of bear-hunting permits issued per wolf, report dramatically different numbers of wolf attacks on hunting dogs. Wisconsin's relative risk of attack is two to seven times higher than Michigan's.

Bear baiting begins earlier in Wisconsin and lasts longer, the scientists note. "The longer you bait, the more opportunity you provide for wolves to discover and potentially defend bear-bait sites," says Bump. "Most hunters release their dogs at bait sites, and the longer the bait has been around, the more likely hunting dogs are to encounter territorial wolves who have found and are possibly defending the bait. So it appears that baiting is an important factor."

Wisconsin also compensates dog owners $2,500 per hunting dog killed by wolves. In fact, the Wisconsin DNR data show that compensation for wolf attacks on hounds costs the state more than it has spent for wolf attacks on any other category of domesticated animal, including calves, missing calves or cattle.

Michigan does not compensate dog owners for wolf attacks.

"Compensation can have multiple effects," Bump points out. " It is a reporting incentive, but it also creates an incentive for abuse. The net effect of compensation is far from clear, and it is an important factor to study further."

What can be done about wolves that prey on hunting dogs? One quick and obvious response appears to be to reduce the wolf population. In fact, the Wisconsin DNR has announced its intention to reduce the statewide population of wolves by half, from approximately 700 to approximately 350.

Bump and his co-authors recommend more conservation-friendly alternatives such as adjusting baiting regulations to start baiting later and allow it for a shorter time. "If a reduction in depredations is the goal, actions aside from (or in addition to) reducing wolf abundance might achieve that goal," they wrote in the PLOS ONE article.

"If stakeholders are serious about minimizing wolf depredations on bear-hunting dogs, then careful examination of the potentially exacerbating effects of bear baiting would appear to be a good idea," the wildlife ecologist suggests.

This research was supported by a National Science Foundation (NSF) Summer Undergraduate Research Fellowship (SURF), an Actions for Transatlantic Links and Academic Networks for Training and Integrated Studies (ATLANTIS) fellowship and the Ecosystem Science Center at Michigan Tech.

They participated in the annual Asean Finance Ministers Meeting (AFMM) in Brunei that concluded on Thursday. Companies participating in the delegation included ACE, Citi, General Electric, MasterCard, Moody's, PayPal, Standard & Poor's, State Street and Visa.

Noting that the AFMM is one of Asia's most important regional economic meetings, Zink said: "Not only is the AFMM a leader in ensuring the successful launch of the Asean Economic Community [AEC] by 2015, it also plays a key role shaping the evolution of Asia-Pacific's regional financial architecture."

Andrade said: "US business remains committed to supporting the financial integration efforts of Asean through financial-services related initiatives that strengthen regional connectivity and financial inclusion efforts.

These initiatives can help address the development gaps faced by Asean's LDCs [least developed countries] and enhance the growth benefits they can accrue from participating in the AEC.

"The council is committed to supporting efforts to build financial literacy in Asean and expand the reach of financial services."

According to Marc Mealy, vice president for policy of the council, the integration will support Asean's outstanding performance in global initial public offerings, merger-and-acquisition activity and bond-market growth during a period of global economic uncertainty and financial regulatory change.

"As Asean continues to become more of a global asset class, we encourage the ministers to continue their regional financial integration and capital-markets development efforts, with a focus on putting in place policies, standards and rules to enhance the intermediation of both foreign-capital inflows and domestic investors into productive investments to sustain broad-based economic growth," Mealy said.

Oscar Pistorius' brother on trial for road death

(AP) ? The brother of double-amputee athlete Oscar Pistorius went on trial in a South African court Wednesday for the death of a woman in a road collision in 2008.

Carl Pistorius, who faces a charge of culpable homicide, or negligent killing, wore a dark suit and was accompanied by his sister, Aimee. Oscar Pistorius, who was charged with murdering his girlfriend on Feb. 14, was not present. The Olympian hasn't been seen in public since he was granted bail at Pretoria Magistrate's Court on Feb. 22. His lawyers plan to challenge his bail restrictions on Thursday.

Initial proceedings in Carl Pistorius' case at Vanderbijlpark Magistrate's Court south of Johannesburg focused on a request by South Africa's national broadcaster, SABC, to show the trial proceedings live on national television or record them for later use.

Magistrate Buks du Plessis said reporters could attend the trial but turned down the SABC request, saying he wanted to guard against "emotional hype" and that any public interest in the trial stemmed only from the intense interest in the murder case against Oscar Pistorius. News photographers were not allowed to cover the trial while it was in session.

"He's not a celebrity in his own right," du Plessis said of Oscar's brother. Addressing Carl Pistorius, the magistrate then said: "Apologies to you, sir."

Carl Pistorius smiled and nodded.

Defense lawyer Kenneth Oldwadge said the legal team for Oscar Pistorius had been "overwhelmed by the media," and that similar press scrutiny would make it difficult to work in court during the older brother's case. Oldwadge cited a comment by the judge in Oscar Pistorius' bail hearing that the media treated the athlete like some kind of unusual "species" instead of a human being.

Prosecutors say Carl Pistorius was driving an SUV in March 2008 when he collided with a female motorcyclist. The woman, Marietjie Barnard, died in a hospital. Although the culpable homicide charge against Carl was initially dropped, it was reinstated this year because forensic evidence and reports from the accident scene became available, according to prosecutors.

The Pistorius family said last month that Carl deeply regretted the incident but insisted it was a "tragic accident." He was not under the influence of alcohol, the family said.

Oscar's legal team filed an appeal against some of his bail conditions on March 7, objecting to him being not allowed to travel outside of South Africa even though a magistrate said he was not a flight risk when granting him 1 million rand ($108,000) bail. They're also challenging an alcohol ban and a ruling that Pistorius cannot speak with residents at the gated estate where he shot girlfriend Reeva Steenkamp dead in the early hours of Valentine's Day.

The athlete denies murdering Steenkamp and says he shot her by mistake, fearing an intruder was in his home. Prosecutors say he killed her intentionally following an argument.

Oscar Pistorius must appear in court again on June 4.
