Stocks ? Part VIII: The 401K, 403b, IRA & Roth Buckets ? jlcollinsnh

In Part IV we looked at some sample portfolios built from the three key Index Funds I favor, plus cash. ?Those four are what we call investments.

But in our complex world we must next consider where to hold these investments. ?That is, in which bucket should which investment go? ?There are two types of buckets:

1. ?Ordinary Buckets
2 ? Tax Advantaged Buckets

Now at this point I must apologize to my international readers. ?This post is about to become very USA centric. ? I am completely ignorant of the tax situation and/or possible tax advantaged buckets of other countries. ?My guess is, that at least for western style democracies, there are many similarities and possibly you can extrapolate the information here into something relevant to where you live. ?Or you might post a country specific question in the comments below. ?The readership of jlcollinsnh has been growing quickly and there are a lot of savvy investors on board who may well be able to help.

Here in the USA the government taxes dividends, interest and capital gains. ?But it has also created several Tax Advantaged Buckets to encourage retirement savings. ?While well-intentioned, this has created a whole new level of complexity. ?Volumes have been written about each of these and the strategies now associated with them. ?Clearly, we haven?t the time or space to review it all. ?But hopefully I can provide a simple explanation of each along with some considerations to ponder.

The Ordinary Bucket is, in a sense, no bucket at all. ?This is where everything would go were there no taxes on investment returns. ?We would just own what we own. ?Easey peasy. ?This is where we?ll want to put investments that are already ?tax efficient.?

There are several variations of Tax Advantaged Buckets, and we?ll look at each. ?These are the buckets in which we?ll want to place our less tax efficient investments. ?In general this means investments that generate dividends and interest.

Let?s look at our four investments from Part IV:

Stocks.??VTSAX?(Vanguard Total Stock Market Index Fund) pays around a 2% dividend and most of the gain we seek in in capital appreciation. ?Ordinary Bucket.

Real Estate. ?VGSLX??(Vanguard REIT Index Fund) ?REITs (Real Estate Investment Trusts) invest in real estate and this is also a play for capital gains. ?However REITS also tend to pay dividends, VGSLX in the range of 3-4%. ?Tax Advantaged Bucket.

Bonds.??VBTLX?(Vanguard Total Bond Market Index Fund) ?Bonds are all about interest. ?Tax Advantaged Bucket.

Cash is also all about interest but, more importantly, it is all about ready access for immediate needs. ?Ordinary Bucket.

None of this is carved in stone.

There may be exceptions. ?Proper allocation should trump bucket choice. ?Your tax bracket, investment horizon and the like will color your personal decisions. ?But the above should give you a basic framework for considering the options.

Before we look at the specifics of IRAs and 401Ks, this important note:

None of these eliminates your tax obligations. ?They only defer them.

Fix this in your brain. ?We are talking about when, not if, the tax due is paid.

There are many, many variations of 401K and IRA accounts. ?If you are self-employed or work for the government, for example, each has its own variation. ?We?ll look at the three basic varieties here. ?The rest are branches from these trees.

401K/403b. ?These are buckets provided by your employer. ?They select an investment company which then offers a selection of investments from which to choose. ?Many employers will match your contribution up to a certain amount. ?Both your and your employer?s contributions are tax deferred, reducing your tax bill for the year. ?All earnings are also tax deferred. ?The amount you can contribute is capped. ?In general:

  • These are very good things. ?I always maxed out my contributions.
  • Any employer match is an exceptionally good thing. ?Free money. ?Contribute at least enough to capture the full match.
  • Unless Vanguard happens to be the investment company your employer has chosen, you won?t have access to Vanguard Funds. ?That?s OK?.
  • ?Most 401k plans will have a least one Index Fund option. ?Look for that.
  • When you leave your employer you can roll your 401k into an IRA preserving its tax advantage. ?Some employers will also let you continue to hold your 401k in their plan. ?I?ve always rolled mine.
  • Taxes are due when you withdraw your money.
  • Money withdrawn before 59 1/2 is subject to penalty.
  • After 70 1/2 money is subject to Required Minimum Withdrawals.

IRAs are buckets your hold on your own, separate from any employer.

? Deductible IRA. ?Contributions you make are deductible from your income for tax purposes. ?In general, you?ll want to use these if you are in a high tax bracket and are looking for a deduction to lower your immediate tax obligation. ?Just like an 401K.

  • All earnings on your investments are tax deferred.
  • Taxes are due when you withdraw your money.
  • Money withdrawn before 59 1/2 is subject to penalty.
  • After 70 1/2 money is subject to Required Minimum Withdrawals.

- Non Deductible IRA. ?Contributions you make are NOT deductible from your income for tax purposes.

  • All earnings on your investments are tax deferred.
  • Taxes are due on any dividends, interest or capital gains earned when you withdraw your money.
  • Taxes are not due on your original contributions. ?Since these contributions were made with ?after tax? money they have already been taxed.
  • Those last two points mean extra record keeping and complexity in figuring your tax due when the time comes. ?A bad thing.
  • Money withdrawn before 59 1/2 is subject to penalty.
  • After 70 1/2 money is subject to Required Minimum Withdrawals.

- Roth IRA. ?Contributions you make are NOT deducible from your income for tax purposes.

  • All earnings on your investments are tax-free.
  • All withdrawals after age 59 1/2 are tax-free.
  • You can withdraw your original contribution anytime, tax and penalty free.
  • There is no?Required Minimum Withdrawal.
  • It can be passed to your heirs tax-free and will continue to grow for them tax-free.

All of these have income restrictions for participation. ?These change year-to-year, here?s a current table:

In short:

401k/401b = Immediate tax benefits & tax-free growth. ?No income limit means the tax deduction for high income earners can be especially attractive. ?But taxes are due when the money is withdrawn.

Deductible IRA = Immediate tax benefits & tax-free growth. ? But taxes are due when the money is withdrawn.

Non-Deductible IRA?= No immediate tax benefit, tax-free growth and added complexity. ?Taxes due when the money is withdrawn.

Roth IRA =?No immediate tax benefit, tax-free growth and no taxes due on withdrawal. ? A better Non-Deductible IRA, if you will.

Now, if you?ve been paying attention, you might be thinking ?Holy cow! ?This Roth IRA is looking like one very sweet deal. ?In fact it is even looking like it violates what jlcollinsnh told us to fix in our minds earlier: ?None of these eliminates your tax obligations. ?They only defer them.??? ?Gold Star. ?While you have to contribute money you?ve already paid tax on, that money then grows tax-free and it remains tax-free on withdrawal. ?This is something very special?and it is what makes the Roth far and away my favorite of these tools.

Because I?m the suspicious type, and the tax advantages of a Roth are so attractive, I start thinking about what might go wrong. ?Especially since these are such long-term investments and the government can and does change the rules seemingly on a whim. ?Two things occur to me:

1. ?The government can simply change the rules and declare money in Roths taxable. ?But since Roths are becoming so popular and are held by so many people this seems more and more politically unlikely.

2. The government can find an alternative way to tax the money. ?Increasingly in the USA there is talk of establishing a national sales tax or added value tax. ?While both may have merit, especially as a substitute for the income tax, these would effectively tax any Roth money as it was spent. ?This seems more likely to me.

Finally, lets talk a bit about withdrawal strategy. ?Except for the Roth, all of these have required minimum withdrawals at age 70 1/2. ?Basically this is the Feds saying ?OK. ?We?ve waited long enough. ?Time to pay us our money!? ?Fair enough. ?But for those of us diligently building FI (financial independence) there is going to be a very large amount of money in these accounts. ?Pulling it out in the required amounts on the government time schedule could easily push us into a higher tax bracket.

Assuming when you retire your tax bracket drops, you have a window of opportunity between that moment and age 70 1/2. ?Let?s consider an example.

A married couple retires at 60 years old.

  • They have a 10 year window until 70 1/2 to reduce their 401k/IRA holdings.
  • The 15% tax bracket is good up to 69k.
  • Personal exemptions and the standard deduction are good for another 19k.
  • They have up to 88k in income before they get pushed into the 25% bracket.

If their income is below 88k they should seriously consider moving the difference out of their IRA and/or 401k and taking the 15% hit. ?15% is a very low rate and worth locking in. ?So, if they have 50k in taxable income they might withdraw another 38k. ?They could put it in their Roth, their ordinary bucket investments or just spend it.

There is no one solution. ?If your 401k/IRA amounts are low you can just leave them alone. ?If they are very high pulling them out even at a 25% tax might make sense for you. ?The key is to be aware of this looming required minimum withdrawal hit so you can take it on your own terms.

Baseball Expert Tony DeMarco has been covering the big leagues since 1987, and been casting Hall of Fame ballots for the last 14 years. He answers questions weekly here:

Q. What's wrong with the Detroit Tigers?
? Irene, Detroit

A. The Tigers have been maddeningly inconsistent, and apparently, the losses are getting to manager Jim Leyland. In a strange rant to reporters Monday, Leyland vehemently urged them to rip the umpiring crew for blowing a call that triggered a loss to the Red Sox ? while also saying (with TV cameras rolling) that he didn't want to rip the umpires. Really, Jim?

But we do feel Leyland's pain, as the Tigers' frustrating first third of the season has been attributable to a handful of what for the most part can be correctable factors:

  • The bullpen is 12th in the AL in ERA, 13th in opponents' batting average and tied for 11th in walks. Eleven relievers already have been used, including four departed ones who posted ERAs of 6.50 and above.
  • Doug Fister missed four starts while on the disabled list, and Max Scherzer and Rick Porcello (both with plus-5.00 ERAs) haven't picked up the slack ? as opposed to the surprisingly good beginning to Drew Smyly's big-league career.
  • You knew this was coming: new third baseman Miguel Cabrera has seven errors and first baseman Prince Fielder has six (although it seems like more), and the Tigers are 11th with 33 total errors.
  • And at this point, the supporting cast around Austin Jackson, Cabrera and Fielder has dramatically underachieved. Through Monday, Andy Dirks is the only other regular hitting higher than .252 or with on on-base percentage higher than .331.

Cabrera and Fielder also have sub-.500 slugging percentages, and currently rank 19th and 22nd in the AL in that category ? behind Jackson at 14th.

So it's no wonder the Tigers? who were supposed to have one of the league's high-powered offenses, are 10th in the AL in runs scored ? 70 runs behind the league-leading Rangers ? and have a minus-5 run differential.

One more thing to keep in mind is the number of off-the-charts individual performances the Tigers received in running away with the AL Central last season, led by Justin Verlander's AL MVP/Cy Young sweep and Jose Valverde's perfect save streak.

Those types of seasons are tough to duplicate, so falloff has to be expected (although in Verlander's case, probably only in the win category).

But all that said, it's not wise to think these numbers will continue to trend as negatively, ?nor will the current streak of costly missed calls by umpires that have plagued the Tigers in the last week.

Q. Like Mike Trout and Bryce Harper, Giants first baseman Brandon Belt was a highly touted prospect, and was supposed to be the Giants' first baseman of the future. But lately, he is looking more and more like Aubrey Huff than Willie McCovey. Is that a product of him being over-hyped, or poorly developed?

A. In fairness to Belt, while he arguably has been the Giants' best position-player prospect besides Buster Posey in recent years, he wasn't nearly as highly regarded as Trout or Harper.

The latter was on the cover of Sports Illustrated as a 16-year-old, and was the first-overall pick in the 2010 draft as a 17-year-old. The former was a late-first-round pick in 2009 out of a New Jersey high school who immediately became one of the game's elite prospects once he hit the minor leagues. Both are on the way to stardom, possibly super-stardom.

In contrast, Belt was a fifth-round choice out of University of Texas in 2009, and didn't sign until August of that year as a 22-year-old. His prospect status leaped with a huge 2010 season at three stops ? Class A, Double-A and Triple-A.

But the jump to big leagues has proven to be a little trickier, especially when you throw in the fact that Belt has been moving between left field and first base ? never easy to do.

Still, he just turned 24 in April, and sometimes it takes power hitters longer to establish themselves. You also have to factor in how hard it is for left-handed hitters not named Barry Bonds to hit home runs at AT&T Park.

So it's way too early to label Belt a chronic disappointment ? even if it's taking him longer to get it going than the Giants would like.

The Flame Virus: Spyware on an Unprecedented Scale | Tech Toinks!

Security researchers recently discovered one of the most complex instances of computer malware on record. Flame, which also goes by the names SkyWiper and Viper, has infected hundreds of computers across the Middle East and Europe. What does it do? Where did it come from? Who unleashed it?

What makes Flame so unusual is its size. It?s much larger than some of the largest malware instances that researchers have found. For instance, the infamous Stuxnet virus that was targeted at Iran?s uranium enrichment facilities several years ago was 500 kilobytes, according to Wired.?

?Flame is a?sizable?beast,? said Graham Cluley of Sophos Security, a publisher of digital security software. ?With all its components in place, it?s approximately 20MB. And this is one of the reasons why people have bandied phrases around like ?biggest? and ?most sophisticated.? Reverse engineering 20MB of code is a?sizable?piece of work.?

Researchers have only scratched the surface of what is hidden in all that code. Stuxnet (and its sister DuQu) took researchers months to figure out exactly what it did and where it might have come from. Flame will take a lot longer.?

Flame, at its core, is spyware. It has the ability to log key strokes from an infected user?s computer, use the computer?s sensors such as the microphone and Web cam to record what is being said around it, and take screenshots. It can also sniff a network to steal passwords, be spread through USB drives and local networks, and transfer data to command-and-control servers. It can infect Windows XP, Vista and Windows 7 computers.?

This is not your ordinary spyware, though. While it does have some simple and basic elements of spyware (which can key log and use the microphone as well), its sheer girth betrays a more sophisticated approach.?

Normal spyware is not hard to detect. It is usually some type of derivation of existing malware that has been repurposed by hackers and distributed through normal channels such as spam or infected websites. Antivirus companies such as Symantec (Norton), Kaspersky, Sophos, Bitdefender and others recognize the spyware shortly after it is discovered and issue a detection kit for it. Microsoft then comes out with a patch and the cat-and-mouse game between the malware writers and security companies goes on. To a certain extent, this is what has happened with Flame. Detection and removal kits have already been released by security companies including Sophos and Symantec, as well as the Iranian government.

But the size and uniqueness of Flame may prove to be more than the antivirus companies realize.?Right now, the detector kits are looking for specific instances within the Flame code to help detect the virus. For instance, code samples with ?flame? or ?wiper? are detected and blocked. The thing is, Flame is not exactly new. It has been in the wild for more than five years, perhaps in varying forms that have been added to over time. Much of Flame may have been compiled in 2011, but bits of it may be older. Flame?s ability to avoid detection over time speaks to its unique properties. Those properties could also speak to its source.

Flame also uses a unique programming language to the malware world: Lua. Lua is used primarily by game developers to create cross-platform applications for iOS and Android. It is similar to C++ but easier to update and communicate with.

?Lua is normally used for convenience,? said Liam O Murchu, operations manager of Symantec Security Response. ?As a scripting language it is much more high-level than C++ and it is easier to write in. Also, it is very easy to update the Lua part of the code and change the behavior of the threat in a very fluid and fast way. Often the Lua portion can be updated without recompiling and redeploying the software in question.?

Flame is well organized in how it communicates and translates data. In an infected machine, it can perform a variety of tasks including wiping out its own existence as well as any other malware on the machine. This is a tactic used by other sophisticated viruses ? becoming their own antivirus programs ? presumably because other, less sophisticated viruses could lead to the discovery of Flame itself. When Flame retrieves data, be it key logs or screen shots, it uses high- and low-level encryption and HTTPS to send data back to its command-and-control servers. That data is then organized into its database through MySQLite, a smaller version of MySQL database software.?

In a nutshell: Flame can control almost every aspect of the computer, disappear without a trace, encrypt its own communications and organize the data it collects. That is one smart virus.?

It is so large and smart that researchers have concluded that this was not created by a random group of hackers looking to make some money. (Now that its code is out in the wild, though, that may be part of its future.)?

?The results of our technical analysis supports the hypotheses that sKyWIper [Flame] was developed by a government agency of a nation state with significant budget and effort, and it may be related to cyber warfare activities,? stated a technical report from the Laboratory of Cryptography and System Security (CrySyS) at Budapest University of Technology and Economics.?

Should average computer users worry about Flame? The short answer is no. Kaspersky Labs, which initially reported on Flame, only found several hundred instances of Flame among its client base, most of them in Iran and Middle Eastern countries. Whoever created Flame has been aiming it at specific targets, perhaps knowing that a virus like this left unchecked in the wild could do serious damage.

?I think run-of-the-mill malware is a much more significant threat to the vast majority of computer users than Flame,? Cluley said. ?We have had zero reports of Flame from any of our customers? computers worldwide. Even Kaspersky, who appeared in the first media reports of Flame, only reported a couple of hundred infected PCs. Flame pretty much became the malware you didn?t have to worry about because of the media hoopla and antivirus products being updated in the last 36 hours or so. You imagine that whoever was behind Flame is now pretty grumpy about their malware attracting so much attention.??

Phillies ace Halladay out for 6 to 8 weeks

(AP) ? Philadelphia Phillies ace Roy Halladay is expected to miss six to eight weeks because of a strained right shoulder, the latest major setback for the five-time NL East champions.

Halladay was put on the 15-day disabled list Tuesday, two days after he was hit hard and pulled from a start in St. Louis after just two innings because of shoulder soreness.

The two-time Cy Young winner will be shut down for a minimum of three weeks, then work toward rejoining the rotation, Phillies assistant general manager Scott Proefrock said.

Proefrock said tests done in Philadelphia indicated Halladay doesn't need surgery to recover and that the injury doesn't affect his rotator cuff.

"We hate to have him down, but it's nothing that requires anything other than rest," Proefrock said.

Halladay is 4-5 with a 3.98 ERA in 11 starts. He has pitched at least 220 innings in each of the past six seasons, and four times led the league in innings. His 72 1-3 innings this year tied Houston's Wandy Rodriguez for the NL lead.

The move with Halladay was made retroactive to Monday. Catcher Erik Kratz was recalled from Triple-A Lehigh Valley.

Minutes before the injury was announced as a Grade I/Grade II strain of the latissimus dorsi, Phillies manager Charlie Manuel said he thought Halladay needed a break.

Halladay has "thrown a lot of bullets over his career," Manuel said, suggesting the 35-year-old pitcher could step back for a bit and still be dominant. The durable Halladay had not been on the DL because of shoulder trouble since 2004.

"He's got to get well," Manuel said.

The injury came with the Phillies at 26-24 and tied with Atlanta for last in the division, four games behind Washington.

Philadelphia has managed to stay close minus All-Star hitters Ryan Howard (Achilles tendon) and Chase Utley (knee), who haven't played at all this season. Manuel said he harbored hope that his slugging first baseman and smooth-fielding second baseman would be back at some point this year.

As for Halladay's absence, "it would hurt us," Manuel said. "How much, I really don't know."

The Phillies have relied on their pitching, particularly their rotation, to stick solidly in contention. Vance Worley, who is on the DL and hasn't started since May 11 because of elbow trouble, threw his first bullpen session since the injury before Tuesday's game.

Cole Hamels, Cliff Lee, Joe Blanton and Kyle Kendrick remain in the rotation, and there are a few potential replacements at Triple-A, including former big leaguers Dave Bush and Scott Elarton.

Another possible fill-in could be former Phillies star Roy Oswalt, who is a free agent and has attracted interest from several contenders.

"Yeah, we can always use pitching," Manuel said, while adding, "I'm not (GM) Ruben Amaro to get another."

Halladay initially felt discomfort in his shoulder last Tuesday in a start against Washington but worked through it. He cut back on his throwing regimen before his next outing, but was tagged by Yadier Molina's grand slam in St. Louis.

Halladay began the season by throwing eight strong innings in a 1-0 win at Pittsburgh on opening day and seemed fine until blowing a 6-0 lead against Atlanta on May 2. He's 1-3 since then and the Phillies have lost four of his five starts.

The eight-time All-Star came to the Phillies in a trade with Toronto before the 2010 season and got a $60 million, three-year contract. Halladay pitched a perfect game against the Marlins in that first season with Philadelphia, and later that year threw a no-hitter against Cincinnati in his first career postseason outing.

The Phillies won the 2008 World Series and hoped to capture another crown after adding Halladay. But Philadelphia lost to the eventual champion San Francisco Giants in the 2010 NL championship series, then Halladay lost to Chris Carpenter and St. Louis 1-0 in the deciding Game 5 of the 2011 division series.

West expels envoys over massacre of Syrian children

BEIRUT (Reuters) - Western powers expelled Syria's envoys on Tuesday in outrage at a massacre of 108 people, almost half of them children, and peace envoy Kofi Annan urged President Bashar al-Assad to halt the bloodshed as "a tipping point" had been reached.

The killings in the town of Houla drew a chorus of condemnation from around the world, with the United Nations saying entire families were killed in their homes on Friday, some by army tanks and others probably by pro-Assad militia.

"Bashar al-Assad is the murderer of his people," French Foreign Minister Laurent Fabius told Le Monde. "He must relinquish power. The sooner the better."

U.S. State Department spokeswoman described an "absolutely indefensible, vile, despicable massacre against innocent children, women, shot at point blank range by regime thugs."

U.N. peacekeeping chief Herve Ladsous, whose monitors are in Syria, contradicted the Assad's government assertion that the killings were carried out by terrorist gangs.

"Part of the victims had been killed by artillery shells, now that points ever so clearly to the responsibility of the government. Only the government has heavy weapons, has tanks, has howitzers," Ladsous told reporters, adding:

"But there are also victims from individual weapons, victims from knife wounds and that of course is less clear but probably points the way to the (pro-Assad) shabbihas, the local militia."

The United States, France, Britain, Canada, Germany, Italy, Spain, Australia and Bulgaria gave Syria's envoys hours or days to leave their capitals in a coordinated move meant to isolate Assad further diplomatically.

Some had already expelled ambassadors or downgraded ties and so, like Washington, ordered out less senior charges d'affaires.

Western countries that have called for Assad to step down hope the Houla killings will tip global opinion, notably that of Syria's main protector Russia, towards more effective action.

The killings have contributed to doubt about whether a peace plan backed by Annan, a former U.N. secretary general, has any chance of success. Some of Assad's opponents say Annan's plan is only making the situation worse by buying Assad time.

"WE ARE AT A TIPPING POINT"

Annan said that in his talks with the Syrian leader in Damascus he "conveyed in frank terms the grave concern of the international community about the violence in Syria, including the recent shocking events in Houla."

"We are at a tipping point. The Syrian people do not want the future to be one of bloodshed and division. Yet the killings continue and the abuses are still with us today."

More than 10,000 people have died in the uprising against Assad and a crackdown by his loyalists, which began in March last year as part of a wave of revolts across the Arab world.

Western leaders have loudly called for Assad to go for months, but have so far shown little appetite for the sort of armed intervention that toppled Libya's Muammar Gaddafi last year. Any suggestion that force might be threatened has been blocked at the U.N. Security Council by Moscow and Beijing.

French President Francois Hollande said armed intervention could not be ruled out, but only with Security Council support.

"Military intervention is not excluded, provided it is carried out under the auspices of international law, namely a Security Council resolution," he told France 2 TV. "It is down to myself and others to convince Russia and China, and also to find a solution which is not necessarily a military one."

White House spokesman Jay Carney said the United States had not taken any options - including military intervention - off the table, but believed armed action was not the right course at present because it would lead to greater carnage and chaos.

Moscow backed a non-binding U.N. Security Council text on Sunday criticizing the use of artillery and tanks in Houla, but has twice vetoed tougher resolutions. It has shown little sign of changing its stance this week.

Vladimir Chizhov, Moscow's envoy to the EU, criticized the Western expulsions of Syrian envoys: "I believe it rarely is conducive to maintaining dialogue with the other side."

Foreign Minister Sergei Lavrov said Moscow was "alarmed that some countries ... are starting to use this event as an excuse to put forth demands of the need for military action in an attempt to put pressure on the U.N. Security Council."

"We are troubled by the ceaseless attempts to frustrate Kofi Annan's peace plan."

Annan urged the armed opposition to cease violence but appealed first to the government, as the stronger party, to take "bold steps now - not tomorrow, now" by stopping all military operations and showing "maximum restraint".

The plan calls for the government to withdraw all heavy weapons from towns and cities, followed by a cessation of fighting and dialogue with the opposition, but has stalled at the first hurdle.

Assad's government denied having anything to do with the deaths in Houla, or even having heavy weapons in the area, despite the contrary evidence found by United Nations monitors.

Assad himself repeated to Annan Syria's line that "terrorist groups" - Syria's term for the rebels - were stepping up killings and kidnappings across the country.

Syrian Deputy Foreign Minister Faisal Mekdad told reporters: "Syria has not committed a single violation of Annan's plan or the initial understanding between Syria and the United Nations.

"At the same time, the other party has not committed to a single point. This means that there is a decision by the armed groups and the opposition not to implement Annan's plan and to make it fail."

The estimated number of internally displaced Syrians has more than doubled to 500,000 since an April 12 ceasefire and the flow of refugees abroad has gathered pace again, U.N. officials said on Tuesday.

SPENT SHELLS AND TANK TRACKS

U.N. monitors found spent shells and fresh tank tracks in Houla, evidence of weaponry that Syria's lightly-armed rebels do not have in their arsenal.

But the U.N. human rights office in Geneva said the bulk of the 108 mostly civilian dead in Houla had been executed at close range. Survivors told U.N. investigators that the killers were pro-Assad "shabbiha" militiamen, who in the past have assaulted and intimidated hotbeds of opposition to Assad.

"What is very clear is that this was an absolutely abominable event that took place in Houla, and at least a substantial part of it were summary executions of civilians - women and children," said Rupert Colville, spokesman for the U.N. human rights office in Geneva.

He said 49 children and 32 women were among the dead. "At this point, it looks like entire families were shot in their houses."

The report was at odds with a note sent by Syria to the Security Council that said: "Not a single tank entered the region and the Syrian army was in a state of self-defense ...

"The terrorist armed groups ... entered with the purpose of killing and the best proof of that is the killing by knives, which is the signature of terrorist groups who massacre according to the Islamist way."

Gruesome video footage distributed by opposition activists has helped to shake world opinion out of growing indifference to a conflict in which more than 10,000 have been killed.

Opposition sources said rebels had killed 20 soldiers in heavy fighting close to the border with Turkey.

They said six civilians and six rebels, including two commanders, had also been killed over the past 24 hours in fighting that began when the army launched an offensive with tanks and helicopters to retake the region around Atareb.

For those of you living in post-2005 homeowner bliss, Florida has three insurance entities that can smack you with assessments if the state is hit by a major storm and the funds are unable to cover claims ? the Florida Hurricane Catastrophe Fund (which sells cheap re-insurance to insurance companies), Citizens Property Insurance Corporation (the state-run insurer that?has nearly 1.5 million policies) and, the Florida Insurance Guaranty Association (they do something else insurance-y).

The online calculator, which you can access here, allows you to enter the annual premium you pay for your home, autos and businesses, and then ? like algorithmic magic! ? out pops the quantification of the screwing. In my case, I would get hit with a $1,400 assessment by a 1-in-100 year storm, which figures to be about $150 annually. But I live in Tallahassee away from the coast?and don?t buy insurance from Citizens, whose policyholders get hit with higher assessments to make up shortfalls within the company. If I were a Citizens policyholder, my total assessment would top $1,900 ? or roughly $200 annually.

?In meeting with insurance consumers across the state, it was clear that many Floridians did not recognize the potential for assessments following a storm if Citizens, the Florida Hurricane Catastrophe Fund or the Florida Insurance Guaranty Association does not have the capacity to pay claims,? Westcott said in a statement.?

?Educating consumers is an important part of my duty as Consumer Advocate, and I believe this updated tool will serve as a valuable consumer resource going into the 2012 Hurricane Season.?

Most simulators act in isolation from the real world, so when we see one that breaks out of its virtual shell, we're more than a little intrigued. Saginomiya has designed a driving simulator that's directly linked to an actual car's components sitting on a six-axis motion system. The whole affair works as a form of virtuous circle for testing, where the real parts feed on the simulator and vice versa: since the simulator is based on the internal model of the car, it can translate road results directly to the suspension and steering of the physical components, which promptly loop around and dictate force feedback in the simulator through actuators in the steering wheel. Apart from creating what amounts to the real real driving simulator, Saginomiya's invention is a huge boon to automakers, which can test how key components work without having to build the whole vehicle first. Sadly, the simulator likely won't reach full-on Avatar levels and steer a car on a real road anytime soon, but it's engaging enough that we can see more than a few test drivers putting in overtime just for kicks.

Kalon McMahon: The Bachelorette Villain Ready to Flake Out Over Emily Maynard's Daughter?


The Bachelorette star Emily Maynard's #1 priority is her 6-year-old daughter, Ricki. Kalon McMahon, a.k.a. the "villain" that ABC really wants you to hate (and a bunch of the guys probably do) this season, apparently feels otherwise.

On tonight's episode, he makes his feelings about fatherhood known.

"I always had believed that my first child would be one of my own, so obviously embracing you and Ricki as a part of my life ... it's not the way I wrote it up in my journal as a kid," he boldly admits to the Charlotte, N.C. single mom.

Taken aback, Maynard asks the helicopter-riding douche to think of his own mother, who raised him as a single parent, but Kalon immediately cuts her off.

"I love it when you talk, but I wish you'd let me finish," he snaps.

That comment will put Maynard even more on edge. "I love tall, skinny and funny, but I don't love tall, skinny and condescending!" she snaps at him.

Ouch. Another hopeful, Alessandro, reportedly tells her something similar tonight: "I don't have a lot of experience with kids. You've got to teach me."

Not surprisingly, this doesn't go over well with Em:

"You see that as a compromise, not an honor? My daughter isn't a compromise ... anybody I spend the rest of my life with is going to see that as the biggest bonus ever."

HUFFPOST FUNDRACE -- Secret Koch Contributions

After reports from the Center for Responsive Politics and Republic Report looked into the $55 million in secret money given by the Center to Protect Patients' Rights to conservative non-profis in the 2010 election the LA Times picked up the story over the weekend: "The financial firepower that fueled the rise of a network of conservative advocacy groups now pummelingDemocrats with television ads can be traced, in part, to Box 72465 in the Boulder Hills post office, on a desert road on the northern outskirts of Phoenix. That's the address for the Center to Protect Patient Rights, an organization with ties to Charles and David H. Koch, the billionaire brothers who bankroll a number of conservative organizations. During the 2010 midterm election, the center sent more than $55 million to 26 GOP-allied groups, tax filings show, funding opaque outfits such as American Future Fund, 60 Plus and Americans for Job Security that were behind a coordinated campaign against Democratic congressional candidates. ...The Kochs have several ties to the center. It is run by Sean Noble, a Phoenix-based GOP consultant who is a key operative in the Kochs' political activities, as first noted by the investigative blog Republic Report. One of the center's original directors, Heather Higgins, is chairwoman of the Independent Women's Forum, which has received funding from a Koch-controlled foundation. And Cheryl Hillen, a Connecticut-based consultant who raised $2.6 million for the center, was director of fundraising for the Koch-backed Citizens for a Sound Economy."

The New York Times editorializes about the U.S. Chamber of Commerce's reaction to a court ruling that would require them to disclose donors if they followed the same pattern of spending as in previous year, "The only good news is that the chamber?s highly partisan loyalties will now be fully exposed. It has always claimed that it is not a Republican or Democratic group, but simply one that supports the interests of American business. But the $33 million it spent in the 2010 elections on issue ads was almost entirely in support of Republicans and against Democrats, as will be the estimated $50 million it may spend this year. When the chamber is overtly advocating the election of Republicans ? rather than hiding behind phony issue ads ? it will be impossible to deny that it has become a very well-financed arm of the party. And companies that contribute to the chamber will be unable to claim that they are paying dues to an independent business league."
